The weather here has warmed enough to get people out doors. Landscaping projects are flourishing, residents are planning decks and a few folks have put up fences. Most of the yards are very well kept, if not manicured. (Mine is shoddy...the lawn service is scheduled to start next week, and the chemical company suffered a rain delay. So even though I have mulched the flower beds and my wife has planted annuals, Clover remains the major feature of my landscaping.)
Warmer weather has also brought out the kids, and their parents want them to have a place to play. There is a Tot Lot scheduled to be built but the economic slow down may have forced some delay. A possible solution:

I need your feedback on the tot lot issue. I've talked to Paul about possible tapping into our reserve money to fund the tot lot. He told me that Rotelle will be willing to allow us to do this and they will pay us back in a year. I need the community's approval to go ahead with this so we can build the tot lot by this summer. If anyone has any opinions about this matter please let me ASAP. This is the only way we will get our tot lot this year as Ryan homes is still trying to sue Rotelle and they can't start sell or building until that matter is resolved. If we are ok with this plan then the next step is to get a couple of quotes to see how much it will cost to put the tot lot in. ... has some books that we've looked at the price seem good, but I have no clue how much installation would be. Ideas or comments are greatly appreciated.
